A recent study published in the Archives of Internal Medicine found that patients are waiting longer to be seen by physicians in emergency rooms. Although this study was conducted between 1997 and 2006 it holds true today.
The unemployment rate and under-insurance has certainly added to the the number of people turning to public hospitals instead of seeking primary care. There are really two issues at work here; people can't afford routine doctor visits and a lack of education regarding the use of primary care.
I hope that in addition to helping more people obtain insurance the new health care plan will educate the public about how to effectively use the system.
